DECREE OF THE HEAD OF THE GOODS/SERVICES PROCUREMENT POLICY INSTITUTION OF THE GOVERNMENT OF THE REPUBLIC OF INDONESIA NUMBER 93 OF 2025 CONCERNING THE IMPLEMENTATION OF ELECTRONIC CATALOG E-PURCHASING THROUGH THE MINI-COMPETITION METHOD (KEPKA LKPP 93/2025).

SUMMARY:

• KEPKA LKPP 93/2025 was formed for the selection of suppliers of goods/services in electronic procurement in electronic catalogs subject to non-tax state revenue rates to providers as stipulated in the Minister of Finance Regulation which regulates the types and rates of non-tax state revenues for urgent needs that apply to Government Goods/Services Procurement Policy Institutions.
• The Implementation Of Electronic Catalog E-purchasing through the Mini-Competition method can be carried out by non-ministerial agencies/institutions/local governments. Among others: State-Owned Enterprises (BUMN), Regional-Owned Enterprises (BUMD), Village-Owned Enterprises (BUMDes), Public Service Agencies (BLU), Regional Public Service Agencies (BLUD), Legal Entity State Universities Institutions, and other agencies that are in accordance with the provisions apply to business actors if the feature is available in the Electronic Catalog application.
• The stages of E-purchasing are:

1. 1. The stages of e-purchasing eletronic catalogs through the Mini Method of Goods/Services Competition include:
      a. Preparation of Mini-Competition of Other Itemized Goods/Services Preparation of Mini-Competition of Itemized Goods/Services.
      b. Purchasing electronic catalogs through the mini-competition method of other non-itemized goods/services.
   2. The stages of E-purchasing Electronic Catalogs Through the Mini Method of Construction Work Competition include:
      a. Construction Work Mini-Competition Preparation Implementation of Construction Work Mini-Competition OTHER CONDITIONS: KEPKA LKPP 93/2025 comes into effect on the date set. KEPKA LKPP 93/2025 is set on July 8, 2025.
      b. When KEPKA LKPP 93/2025 comes into effect: Circular Letter of the Head of the Government Goods/Services Procurement Policy Institution Number 03 of 2024 concerning Guidelines for the Implementation of Catalog E-purchasing through Mini-Competitions is still valid.

OTHER CONDITIONS:

• KEPKA LKPP 93/2025 comes into effect on the date set.
• KEPKA LKPP 93/2025 is set on July 8, 2025.
• When KEPKA LKPP 93/2025 comes into effect: Circular Letter of the Head of the Government Goods/Services Procurement Policy Institution Number 03 of 2024 concerning Guidelines for the Implementation of Catalog E-purchasing through Mini-Competitions is still valid.
