DECISION OF THE MINISTER OF FINANCE OF THE REPUBLIC OF INDONESIA NUMBER 31/KM. 4/2025 CONCERNING GOODS RESTRICTED FROM IMPORTATION BASED ON THE MINISTER OF TRADE REGULATION NUMBER 22 OF 2025 CONCERNING POLICY AND REGULATION OF IMPORTATION OF CERTAIN INDUSTRIAL GOODS (KMK No. 31/KM.4/2025).

SUMMARY:

• KMK No. 31/KM.4/2025 was issued based on Minister of Trade Regulation No. 22 of 2025 concerning Policies and Regulations on the Import of Certain Industrial Goods (PERMENDAG 22/2025).
• KMK No. 31/KM.4/2025 stipulates:

1. 1. 1. To supervise import restrictions (border) in accordance with Minister of Trade Regulation No. 22 of 2025 concerning Policies and Regulations on the Import of Certain Industrial Goods;
      2. Determining restricted goods for import as listed in the Appendix, which is an integral part of this Ministerial Decree;
      3. The supervision of goods restricted for import as referred to in the SECOND Dictum also applies to the entry and exit to and from Free Trade Zones and Free Ports (KPBPB), Bonded Warehouses (TPB), and Special Economic Zones (KEK) in accordance with applicable laws and regulations;
      4. In the event that the laws and regulations governing restricted imports as referred to in the FIRST dictum are revoked and the Directorate General of Customs and Excise no longer supervises all such goods, this Ministerial Decree shall be revoked and declared invalid.
      5. Upon the effective date of this Ministerial Decree, iron or steel and alloy steel derivative products in the form of food trays with tariff/harmonized system codes ex 7323.93. 10 and ex 7323.93.90 that have arrived at the port of destination since October 3, 2024, as evidenced by customs documents in the form of a manifest (BC 1.1), may be imported by attaching a statement of responsibility for the truthfulness of use to support the national strategic project of the free nutritious meal program;
      6. There are 543 (five hundred and forty-three) types of goods that are restricted from import based on PERMENDAG 22/2025.

OTHER PROVISIONS:

• KMK No. 31/KM.4/2025 was enacted on August 19, 2025.
• KMK No. 31/KM.4/2025 came into effect on August 29, 2025.
